In 1950 the City of Worcester switched from strong Mayor to the City Manager Plan E form.   There are two ways we can go back to Strong Mayor.   One way to change back is through charter change, which Nick Kotsopoulos explained quite well in his December 1, 2013 column.

Initiative Petition Process

  • gather signatures from 15,000 to place charter change on ballot
  • if approved, a commission is formed
  • commission spends two years holding public meetings
  • then have the electorate vote on these changes

There is no way in hell this will ever happen..   The other way as Shaun Sutner explained on July 5th:

 

 

But there is another, much faster, way to do charter change.  That is by a council home petition, under which the council would vote to put the proposal to the public, the Legislature approves it, and the people vote.   Sentiment on the council was growing last year amid talk of the departure of former City Manager Michael O’Brien to do just that. But after a few incumbents were voted out and O’Brien left, that move fell apart.

This is the only way we will ever change back to a Strong Mayor system in Worcester.
