U.S. District Court Judge Timothy S. Hillman today sided with the ACLU and its clients, Robert Thayer, Sharon Brownson and Tracy Novick, declaring the city’s ordinace to stop both “aggressive panhandling” and another ordinance barring people from standing on traffic islands, as unconstitutional.
