The ACLU of Massachusetts is claiming another court victory over anti-panhandling ordinances after U.S. District Court Judge Douglas Woodlock said a Lowell law violated free speech rights on Friday. The ruling could have an effect on a pending decision for a Worcester law that had similar provisions.
