Great story in the Lowell Sun below.     This story applies to Worcester, must read.    Couple of points:

  • moving to the GIC will not help us
  • Mike O’Brien adopting Section 18 which requries retirees to enroll in Medicare Part B, as well as a city-sponsored plan that covers any gaps in the Medicare plan, maybe his biggest achievement
  • Lowell OPEB liability is estimated at $520 million
  • Worcester OPEB liability was estimated at $636 million last year
  • In August of 2013, Lowell put $7.8 million into a trust fund for OPEB
  • Last year I do not believe Worcester contributed anything
