Springfield Mayor Domenic J. Sarno said Tuesday it is "incomprehensible" that MGM executives did not disclose multiple proposed reductions its Springfield casino project recently and he vowed not to approve any changes that have a negative impact on the project, stressing promised jobs and revenue.
